Template strings [fullhash] vs Module variable

I am a bit puzzeled looking at the __webpack_hash__ module variable and [fullhash] template string because they are respectively defined as:

__webpack_hash__ (webpack-specific)

It provides access to the hash of the compilation.

and

[fullhash]  The full hash of compilation

in the documentation but when using one during build time to append to filename and the other inside of a module they produce different values.

Could anyone provide me some explaination as to why they are different values ?


A bit of context:

I'd like to use some service worker in one of my application. In order to have proper cache busting I'd like to append some kind of hash to the service worker filename. But in order to register a service worker I need to use its name. That's why i need to use [fullhash] for appending to the filename and __webpack_hash__ to register the service worker.
